Cause:

Cause #1:


The user does not have sufficient rights to the Java folder.
Cause: Cause #2:

The INTERNAL_PLUGINS configuration does not exits in the ADMIN_CONFIG table.  Possible corruption in the INTERNAL_PLUGINS.xml file.
Fix: Fix #1:

Give that user Read & Execute/Read/Write access to the Java folder.


Default location of the Java folder:


C:\Program Files\Common Files\Primavera Common\Java
Fix: Fix #2:

In C:\Program Files\Common Files\Primavera Common\Java folder run dbconfig.cmd


When prompted to use existing or create a new configuration, choose to create new.


 Name this new configuration INTERNAL_PLUGINS.
Fix: Fix #3:

Open the Properties for the BREBootStrap.xml file and Remove the Read-only Attribute.
