Problem: Timesheet Report Filter – EPS Hierarchy does not expand to Activity level.
Problem:

Can not Filter by Activity ID or Activity Name in a Timesheet Hours Report.

Problem: When attempting to edit a Timesheets Report Filter using the Report Wizard.  One of the Filters is for Activity Name (also tried Activity ID), however when attempting to select the Activity Value in the EPS Hierarchy, it does not expand down to the Activity level – only down to the WBS level. 
Cause: There are no Activities assigned to the Timesheet being reported on.
Fix: Timesheet data needs to be associated with the Activity in order to select the criteria in the Filter.  In other words, there has to be Activities applied to the Timesheet for data to be selected in the Filter.
